Chemically dependent means any person with a history of substance abuse/dependency who is diagnosed as chemically dependent or receiving treatment for the abuse/dependency from a licensed physician, psychiatrist, psychologist, or clinical social worker or is receiving treatment in a recognized therapeutic program.
