Call aggregator means any corporation, company, partnership, or person, who, in the ordinary course of its operations, makes tele- phones available to the public or to users of its premises for tele- phone calls using a provider of operator services, including, but not limited to, hotels, motels, hospitals, campuses, and pay phones (see also pay phone service providers).
