Affected manufacturer definition

Affected manufacturer means a per-son who manufactures dairy products which are removed from the commer- cial market pursuant to the direction of a public agency because of the detec- tion of pesticide residue in such dairy products by tests made by a public agency or under a testing program deemed adequate for the purpose by a public agency.
