This Interlocal Agreement is entered into by Cowlitz County, Lewis County, Wahkiakum County and the Cowlitz Wahkiakum Council of Governments to facilitate economic development in the three county area and to administer the Public Works and Economic Development Act of 1965 and subsequent federal amendments of said Act and other related federal, state and local legislation consistent with said Act.
