Pursuant to Section 205 of the Federal Power Act, 16 U.S.C. 824d (“FPA”), and Section 35.13 of the Federal Energy Regulatory Commission’s (“Commission”) Regulations, 18 C.F.R. § 35.13, Southwest Power Pool, Inc. (“SPP”) submits revisions to its Open Access Transmission Tariff (“Tariff”)1 to incorporate an agreement (“Agreement”) governing the tariff administration and other duties that SPP will perform on behalf of SPP Member Western Area Power Administration- Upper Great Plains Region (“Western-UGP”), for its transmission facilities in the Western Interconnection that will transfer to the functional control of SPP on October 1, 2015. SPP proposes to include the Agreement as a new Attachment AS of the Tariff.
