Almost half the funds would come from the federal budget and from tax credits, and a little less from bank credits and foreign investors.4ȣ The government announced in 2001 that the region should become a “zone for export production" and a federal priority area along with North Caucasus and Primor'e. The 1997 federal program was replaced by a new target program for the socioeconomic development of Kaliningrad Oblast until 2010 with regard to infra- structure, industrial policy and customs problems.48 It was decided to establish a ferry line from St Petersburg to Baltiisk and Germany.42 Indeed, the free economic zone had some measure of success.
