Xxxxx County's Substance Abuse Policy POLICY ON DRUG AND ALCOHOL FREE WORKPLACE. It is the policy of Xxxxx County and the Service Employees International Union to xxxxxx and provide a drug and alcohol free workplace for all employees. A drug and alcohol free workplace protects the safety of the public as well as the County's valuable workforce. While the County will be supportive of those who seek help voluntarily, the County will be equally firm in identifying and disciplining those who continue to be substance abusers and do not seek help.
