The purpose of this study is to conduct analysis and planning activities with resource agencies and the public in order to produce a transportation planning product that effectively serves the community's transportation needs. The results of the study may be used to inform a subsequent project-specific National Environmental Policy Act (NEPA) process. Linking Planning and NEPA is an integral part of the PEL Process that would be followed in order to minimize duplication of effort, promote environmental stewardship, encourage meaningful and productive public engagement, and reduce delays in project implementation. The PEL Process framework includes: • System Planning; • Identifying the Transportation Need; • Identifying and engaging Stakeholders throughout the community; • Defining Roles and Responsibilities; • Defining and refining the Travel Corridor (including logical termini); • Developing Need, Purpose, Goals and Objectives; • Developing Performance Measures; • Developing Alternatives and Defining Modes of Travel; • Evaluating and Screening Alternatives; • Identifying Planning-Level Environmental Impacts and Potential Mitigation Options; • Documenting the Evaluation Process; and • Developing reports to document and finalize the PEL Study. The PEL study is prepared to meet the thresholds identified in Appendix A to 23 CFR 450, specifically 23 CFR § 450.212(b) and 450.318(b), so that it can be used to inform the NEPA process. In order to meet these requirements the PEL study shall be NEPA-like and include the following thresholds: • Coordination with local, state, tribal, and federal agencies; • Public input and review of the PEL study, including opportunity for public/agency involvement in decision making; • Document decisions in technical memorandum format including specific information such as dates, interested parties, decisions made, distribution list, etc....
Wetland Delineation. These Services are for the XXXX Projects and are to identify and flag any jurisdictional wetlands in, along and adjacent to any of the XXXX Projects. To include the realignment of Xxxxxxxxx Xx and CR 209B. The above stated effort will be to support and provide assistance to the XXXX Projects as they seek to acquire the stormwater and environmental permits.
Wetland Delineation. Wetland Solutions Northwest (WSNW) will conduct a wetland delineation in accordance with the methods of the 0000 X.X. Xxxx Corps of Engineers (Corps) Wetlands Delineation Manual and the Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0), used by the Oregon Department of State Lands (DSL) and the Corps. The study area has been approximately defined by the City of St. Helens. Xxxxxx Creek flows along the western edge of the study area. We will record hydrology, soils, and vegetation on wetland determination data forms to document site conditions. Sample plot locations, wetland boundaries, and the top of bank of Xxxxxx Creek or adjacent riparian area boundary (if different than the top of bank) will be flagged in the field for professional land surveying by AKS Engineering & Forestry (AKS). The WSNW field effort will depend upon how accessible wetland boundaries and the top of stream bank/riparian area boundary are for flagging and whether dense blackberry and other obstacles are present. A range of costs has been provided for field work to account for as yet unknown site conditions. The City will need to coordinate site access to the portion of the site containing MI-14.
Wetland Delineation a delineation has been conducted for the study area as part of a separate project. However, field delineations are valid for 5 years and the current delineation is nearing the expiration date. HDR will conduct a field verification of the wetland boundaries within 100 feet of the road centerline to confirm they are still accurate. Updated wetland mapping and wetland memo will be provided along with the previous delineation report.
Wetland Delineation. XXXXXXX XXXXX will perform an initial field assessment and delineation of the wetlands and prepare a draft wetland memo will be developed and provided to City of Fort Xxxxxxx Environmental Planner. Wetland Delineation. The USFW National Wetlands Inventory map shows the irrigated fields of Buzzy’s Ranch as wetlands. Lumos’ subconsultant, Resource Concepts, Inc. (RCI) will conduct a wetland and other waters of the United States (WOUS) delineation in accordance with the 1987 Corps of Engineers Wetland Delineation Manual (TR-Y-87-1) as amended by the Arid West Regional Supplement (2008), A Field Guide to the Identification of the Ordinary High Water Xxxx (OHWM) in the Arid Xxxx Xxxxxx xx xxx Xxxxxxx Xxxxxx Xxxxxx (2008), and the Arid West 2016 Regional Wetland Plant List. The purpose of a wetland delineation report is to identify and describe aquatic resources and known possible sensitive plant, fish, and wildlife species. This report facilitates efforts to:  Avoid or minimize impacts to aquatic resources during the project design process;  Document aquatic resource boundary determinations for review by the USACE;  Provide early identification of known sensitive species within the survey area; and,  Provide background information on the survey area. Following the field work and report preparation, RCI will meet with the Army Corps of Engineers (ACOE) to go over our findings and determine the most efficient steps forward in developing mitigation for impacts to wetlands and other WOUS. RCI’s scope and cost estimate are based on the following assumptions:  The trail along the river will cross some jurisdictional wetlands. The National Wetland Inventory map indicates the trail could cross 700 feet of wetlands. This area is also mapped as having hydric soils.  The trail along the river will cross other WOUS. There are three drainages related to irrigation discharge that will be crossed by the trail.  Two field surveys will be conducted. One prior to irrigation being turned onto the field of interest to assess wetland hydrology and one later in the spring to identify the vegetation in the wetland areas to the species level.
Wetland Delineation. Buyer shall as promptly as possible after the date hereof obtain, at its expense, a Wetland Delineation of the Property identifying the area of the Property that is unbuildable.
