Wage Structure. 1.2.1. Wage increases Pay scales Previous pay scales will be replaced by new ones which are part of this agreement, see attachment. The pay scales enter into effect on 1 April 2019, 1 April 2020, 1 January 2021 and 1 January 2022. Starting wages apply to workers aged 18 and older. Pay adjustments The collective wage agreement pays particular attention to improved wage terms for low- income workers. Wage increases contained in the agreement are all in the form of rate of pay increases to monthly wages. Monthly wages are fixed monthly wages for daytime work. General increase of monthly wages for a full-time position 1 April 2019 ISK 17,000 1 April 2020 ISK 18,000 1 January 2021 ISK 15,750 1 January 2022 ISK 17,250 Pay scales Wages rates increase specifically, cf. attachment. 1 April 2019 ISK 17,000 1 April 2020 ISK 24,000 1 January 2021 ISK 24,000 1 January 2022 ISK 25,000 The above increases to wage rates are calculated from issued pay scales in 1.1. and in the attachment page xx. Wage-related items Wage-related items in the collective wage agreement increase by 2.5% on the same dates unless otherwise negotiated. Wage and premises Committee The special Wage and Premises Committee shall begin working immediately. The Committee shall consist of three representatives nominated by SA and three representatives jointly nominated by the negotiation committees of the member associations of the collective wage agreement, dated 3 April 2019. The task of the Committee is to evaluate the premises of the collective wage agreement and the provisions of the agreements on economic growth increases and rate increases. Additional economic growth In 2020 to 2023, a wage premium will be implemented on the basis of the development of GDP per person. The calculation of the wage premium is based on interim figures from Statistics Iceland (Hagstofa Íslands) on the index of GDP per person issued at the beginning of March each year for the preceding year. The wage premium is added to both the monthly pay scale of the collective wage agreement and to fixed monthly wages for daytime work. The following table shows the amount of the wage premium and its premises. Wage premium on GDP per person, increase between years 1.0–1.50% 1.51–2.00% 2.01–2.50% 2.51–3.00% > 3.0% the monthly pay scale of the collective wage agreement ISK 3,000 ISK 5,500 ISK 8,000 ISK 10,500 ISK 13,000 Wage premium on fixed monthly wages for daytime work ISK 2,250 ISK 4,125 ISK 6,000 ISK 7,875 ISK 9,750 On determining the wage premium for the years 2019 to 2022, to be implemented in 2020 to 2023, account shall be taken of the updated interim figures for the years that have been used as the basis for the calculation of the wage allocation. The wage premium will be paid on 1 May. The Wage and Premises Committee of the parties will determine the amount of the wage premium in the event that there are grounds for its payment. Wage guarantee due to wage developments During the years 2020–2022, a pay scale increase is calculated due to wage developments, provided certain conditions are met. The Wage and Premises Committee shall analyse the grounds for the payment of a wage premium on the basis of wage developments. The Committee shall compare wage developments according to the wage index of Statistics Iceland for the general labour market (adjusted according to methods proposed by Xx Xxx Ziechang as described in his report dated 5 November 2019) with the proportional changes to the highest active wage category of SGS (Wage Cat. 17 after 5 years). The reference period for the comparison is the month of December each year during the agreement terms, for the first time in December 2019 to December 2020. The results are to be available by March of each year. If the conclusion is that the above wage index has increased more than the reference rate during the rate period, the Committee shall make a ruling for a particular ISK amount that all the pay scales of the collective wage agreement shall increase by. This ISK amount is calculated as a proportion of the excess increase from the pay scale. The pay scale increase shall be added to the pay scale as of 1 May.
