Voluntary Transfers. A voluntary transfer is a transfer which is initiated by the employee. When a vacancy occurs, the position may be posted in-district and advertised externally simultaneously, however; files of external applicants will not be made available for review unless it is determined that no qualified candidates are available among current employee applicants, and then represented substitute applicants. If two (2) or more district employees are qualified, the position will be awarded to the employee with the most seniority.
