Be clear, when making representation, who is being represented in what capacity and on what basis that representation is being made. When putting forward ideas, focus on evidence based solutions, with clear proposals for positive outcomes. Aim to find solutions that are evidence- based and clearly able to demonstrate positive outcomes. Responsive and high-quality programmes and services Undertakings by Statutory Organisations: Enable the VCS to have a greater role and more opportunities in delivering public services in line with the Hertfordshire statutory organisations commissioning strategies. Advise SOs on the social, environmental or economic impact of funding changes and on ways to minimise their effects on people in vulnerable situations. Joint Undertaking: Jointly plan for the end of contracts and funding to minimise negative impacts on beneficiaries and services. An equal and fair society Undertakings by Statutory Organisations: Work with VCS that represent, support or provide services to people specifically protected by legislation and other under-represented and disadvantaged groups. Understand the specific needs of these groups by actively seeking the views of service users and clients. Take these views into account, including assessing impact, when designing and implementing policies, programmes and services. Acknowledge that organisations representing specific disadvantaged or under- represented group(s) can help promote social and community cohesion and should have fair access to state funding.
Voluntary and Community Sector. The Voluntary and Community Sector is a vital resource in delivering services to local communities. It can reach parts of the community that some public agencies cannot reach and can deliver more tailored services. Localism presents the opportunity to build on South Gloucestershire’s Compact and identify and support ways to build the capacity of the Sector to take on new challenges and opportunities. Values – One of the requirements of the Xxxxxxxx Xxx 0000 was that South Gloucestershire Council and Town & Parish Councils had to adopt a Code of Conduct. This Code commits members to behave in a manner that is consistent with the following principles – selflessness, integrity, objectivity, accountability, openness, honesty and leadership. Independence – South Gloucestershire Council will support the independence of Town & Parish Councils as the first tier of local government and respect that many parish councils are small and located in sparsely populated rural areas and that they generally have modest and constrained resources. Sustainability – South Gloucestershire Council and Town & Parish Councils recognise the importance of building sustainability for the future. Town & Parish Councils should actively promote their work and achievements to local residents and South Gloucestershire Council through all appropriate media. Appendix 1 Commitments It is mutually acknowledged that many of the topics on which South Gloucestershire Council consults the public and Town and Parish Councils are operational in nature, and relate to local implementation of wider policies. In many cases the process, audience, and timetables for such consultation are laid out in statute, and must take precedence over the Town and Parish Council Charter. Involvement in Policy Development
Voluntary and Community Sector. 4.1 The development of West Berkshire’s Local Area Agreement has been overseen by the Management Board of the West Berkshire Partnership (the local Strategic Partnership for the district). The West Berkshire Partnership supported the voluntary and community sector to set up a new voluntary sector infrastructure development organisation for West Berkshire and Community Action West Berkshire (CAWB) was launched in April 2004. The Director of CAWB has one of the 3 voluntary and community sector seats on the Management Board of the West Berkshire Partnership. The Director of the Community Council for Berkshire is also on the Board. Both organisations are key to the success of the Local Area Agreement in terms of providing strategic leadership for the voluntary and community sector and co-ordinating voluntary sector involvement in the projects delivering on the targets.
