Value Engineering Proposals. The Contractor may submit to the Engineer written Value Engineering Contractor Proposals (VECP) for modifying the plans, Specifications, or other Contract requirements for the purpose of reducing the total cost and/or Contract time without reducing the design capacity or quality of the finished product. If the County accepts the VECP, the County and the Contractor will equally divide the net savings or Contract time, or both. When an accepted VECP includes Contract time savings, one-half of such time savings shall be used to reduce the Contract time and the remaining one-half of such time savings shall be used exclusively by the Contractor as extra time. The Contractor shall identify in the SOR, a VECP contractor float activity for each accepted VECP that includes Contract time savings. The VECP extra time may be used by the Contractor to mitigate its delays on the project. Each VECP shall result in a net savings over the Contract cost or Contract time, or both, without impairing essential functions and characteristics of the item(s) or of any other part of the project, including, but not limited to, service life, reliability, economy of operation, ease of maintenance, aesthetics, and safety. At least the following information shall be submitted with each VECP:

If the VEP is accepted by the Department, the net savings or reduction of Contract Times will be equally divided by the Department and the Design-Builder. Each VEP shall result in a net savings over the Contract Price or Contract Times without impairing essential functions and characteristics of the item(s) or of any other part of the Project, including, but not limited to, service life, reliability, economy of operation, ease of maintenance, aesthetics, and safety. At least the following information shall be submitted with each VEP: • Statement that the proposal is submitted as a VEP • Statement concerning the basis for the VEP benefits to the Department and an itemization of the contract items and requirements affected by the VEP • Detailed estimate of the cost under the existing Contract and under the VEP • Proposed specifications and recommendations as to the manner in which the VEP changes are to be accomplished • Statement as to the time by which a contract Work Order adopting the VEP must be issued so as to obtain the maximum cost-effectiveness The Department will process the VEP in the same manner as prescribed for any other proposal that would necessitate issuance of a Work Order. The Department may accept a VEP in whole or part by issuing a Work Order that will identify the VEP on which it is based. The Department will not be liable to the Design-Builder for failure to accept or act on any VEP submitted pursuant to these requirements or for delays in the Work attributable to any VEP. Until a VEP is put into effect by a Work Order, the Design-Builder shall remain obligated to the terms and conditions of the existing Contract. If an executed Work Order has not been issued by the date on which the Design-Builder’s proposal specifies that a decision should be made or such other date as the Design-Builder may subsequently have specified in writing, the VEP shall be deemed rejected. The Work Order effecting the necessary modification of the Contract will establish the net savings agreed on, provide for adjustment of the contract prices, or contract time, and indicate the net savings. Value Engineering Proposals. Project Co may initiate Project Co Proposals as “Value Engineering Proposals” to be prepared and evaluated in accordance with Part 3 [Value Engineering Proposals] of Schedule 11.
Value Engineering Proposals. Review design plans at completion of design development, including construction drawings and technical specifications, for constructability and value engineering. Work with CADA staff to determine if changes to the design plans and/or technical specifications would provide construction cost savings without compromising the elements and quality of Project Master Plan. Conduct a value engineering meeting and document results. Verify that the proposed design plan is constructable, will not result in unnecessary extra work, and the costs would not exceed the Project Budget. If authorized by CADA, prepare design plan modifications that will maintain quality and design intent, while reducing the Cost of Work and meeting the Project Schedule. These services are not within the Design Services Pricing Proposal and would require issuance of an amendment to this Agreement to cover such additional service costs.
Value Engineering Proposals. CM/GC and the Trade Contractors shall be encouraged to bring forward alternative systems, means, methods, configurations, finishes, equipment and the like that satisfy the general design criteria of the Project, but which result in savings of time or money in constructing or operating and maintaining the Project, or increasing quality, constructability, or other measures of value and are cost neutral. Each VEP Proposal ("VEP") shall examine the proposed change, identify all aspects of the Project directly or indirectly affected by the change, specify the cost or time savings to be achieved if the VEP is accepted, and detail any anticipated effect on the Project's service life, economy of operation, ease of maintenance, appearance, design or safety standards. The IPD Team shall initially review and consider whether to incorporate a VEP in the Project. In case of disagreement concerning whether to accept a VEP, the Core Group shall determine which VEPs to pursue. For VEP that are adopted, the Responsible Designers shall ascertain design feasibility, satisfaction of the design concept, compatibility and compliance with Building Regulations, and professional standards of care.
Value Engineering Proposals. The Concessionaire may initiate Concessionaire Proposals as “Value Engineering Proposals” to be prepared and evaluated in accordance with Part 3 [Value Engineering Proposals] of Schedule 11.
Value Engineering Proposals. The Primary Contractor may initiate Primary Contractor Proposals as “Value Engineering Proposals” to be prepared and evaluated in accordance with Part 3 [Value Engineering Proposals] of Schedule 10 [Changes].
Value Engineering Proposals. After execution of any Task Order, Contractor may submit a Value Engineering Proposal (VEP) to Engineer for consideration of a proposed change to the design shown in the Task Order. The VEP must describe the proposed design change in sufficient detail to permit a thorough evaluation by Engineer, explain the benefits of said design change, and state any proposed change in price or time of completion. Engineer will review and either approve or disapprove the VEP. The decision of Engineer will be final. All approved VEPs will be formally incorporated into the Task Order through a Change Order. PCCA encourages new and better ways of constructing or repairing its facilities that will reduce construction and/or maintenance costs. All VEPs will be given prompt consideration.

During the course of design, Developer may prepare and submit to County written Value Engineering Proposals (“VEP”) for alternative systems, means, methods, finishes, equipment and the like that satisfy the general design criteria of the Work but result in savings of time or money in constructing or operating and maintaining the Work. Each VEP shall describe the proposed change, identify all aspects of the Work directly or indirectly affected by the change, specify the cost or time savings to be achieved if the VEP is accepted, and detail any anticipated effect on the service life, economy of operation, ease of maintenance, appearance, or design or safety standards of the completed Work. In addition to VEPs submitted during design phase, Developer may prepare and submit VEPs developed during buyout and construction of the Project. VEPs will be approved in County’s sole discretion pursuant to a Change Order as described in Article 18. Cost and time savings resulting from VEPs will remain in this Agreement but will be established as “Reserves” to be applied at County’s discretion against any outstanding Equitable Adjustments owed by Developer to County.
