Use of Bulletin Boards. Reasonable space shall be allowed on bulletin boards as specified by the Department Head for use by employees and the Union to communicate with Departmental employees. Material shall be posted upon the bulletin board space designated and not upon walls, doors, file cabinets, or any other place.
