Transfer and Reassignment. SECTION 23.1 The District and Association recognize the desirability of making assignments that consider the interests and aspirations of employees. To this end, the District will make transfers and reassignments requested by employees in accordance with the provisions of this Article. In the event of a layoff, however, the voluntary transfer and reassignment procedures may be set aside.
