TRAFFIC VIOLATOR APPREHENSION PROGRAM. 17 1. COUNTY has established a Traffic Violator Apprehension Program [“the 18 Program”], which is operated by SHERIFF, and is designed to reduce 19 vehicle accidents caused by unlicensed drivers and drivers whose licenses 20 are suspended and to educate the public about the requirements of the 21 Vehicle Code and related safety issues with regard to driver licensing, 22 vehicle registration, vehicle operation, and vehicle parking. The Program 23 operates throughout the unincorporated areas of the COUNTY and in the 24 cities that contract with COUNTY for SHERIFF’s law enforcement services, 25 without regard to jurisdictional boundaries, because an area-wide approach 26 to reduction of traffic accidents and driver education is most effective in 27 preventing traffic accidents.
