The arbitrator shall hold the hearing in Albany, unless otherwise agreed to by the parties, within 15 calendar days of the arbitrator’s selection or as soon thereafter as is practicable. The arbitrator shall issue a decision and award upon an issue within 30 calendar days of the hearing, unless additional time is agreed to by the parties.
