The Sick Leave Bank. A. Each employee of the district may participate in the sick leave bank. To participate, you must contribute two of your sick leave days after accepting employment or during the designated open enrollment period that will run the first 30 calendar days of each school year. New employees will receive an application form to join the sick leave bank from the District office at the time of employment. The contributed sick leave days shall form a fund, the size of which will be determined by the Sick Leave Bank Committee, (not to exceed 300 days) that will be available to all eligible participating employees for the purpose of alleviating the hardship caused by absence from work necessitated by a serious personal illness or accident extending beyond the employee’s accumulated sick leave. The Sick Leave Bank Committee shall have the authority to establish such guidelines as it deems necessary to implement this program. Guidelines shall have the approval of the Filer Education Association’s (FEA) executive board. If bank falls below 50 days, each member will be assessed one additional day to maintain membership. The Committee has the authority to return sick leave days to original contributors to reduce surplus days.

The Sick Leave Bank. Committee may, at its discretion, (1) require a statement from the grantee's physician; and, (2) obtain any additional information from any other individual on prior use of personal sick leave days.
The Sick Leave Bank. If an employee who is entering the Deferred Retirement Option Plan (DROP) is a current member of the Sick Leave Bank, and they wish to continue their membership, they must keep a total of at least nine (9) sick days accumulated on record. If at the time they join DROP they have less than a total of nine (9) accumulated sick days, they must keep all of what they have accumulated on record. If an employee is not a current member of the Sick Leave Bank, they must accrue a minimum of nine (9) sick days to be eligible for the Sick Leave Bank.
The Sick Leave Bank. Governing Board may grant, deny, or suspend grants of sick leave days from the Sick Leave Bank. Its judgment and/or decision shall be final. Three members of the Sick Leave Bank Governing Board shall constitute a majority.

The Sick Leave Bank. Beginning with the 2012-2013 school year, each PSRP may voluntarily donate one (1) sick leave day to establish and become a member (hereinafter referred to as “Member PSRP”) of the Emergency Sick Leave Bank. For the 2012-2013 school year, the Emergency Sick Leave Bank Enrollment Form must be submitted to the Superintendent’s Office by December 31, 2012. In subsequent school years, each new PSRP may voluntarily donate one (1) sick leave day to establish and become a member of the Emergency Sick Leave Bank by submitting to the Superintendent’s Office an Emergency Sick Leave Bank Enrollment form no later than September 15 of that school year. Within fourteen (14) days of a request, the Superintendent shall provide to the Union President in writing an updated balance for the Emergency Sick Leave Bank inclusive of days donated by each member and a copy of each Emergency Sick Leave Bank Enrollment form submitted during that school year. The Union President and Superintendent shall be responsible for maintaining their own databases for Member PSRP contributions and total sick leave days. At the request of either the Union President or the Superintendent, the two will meet periodically to compare data and confirm sick leave bank totals. The Union shall establish an Emergency Sick Leave Bank Committee which shall be composed of the Union President and one representative PSRP from each job category and whose purpose will be to determine the dispensation of sick leave days when a request is made by a Member PSRP. The Union President will not have a vote unless for the purpose of breaking a tie.

The Sick Leave Bank is available to teachers who have exhausted all of their accumulated sick leave and they or their spouse, child or parent suffer(s) from a personal illness, disability, or hospitalization of a "catastrophic" nature. Catastrophic refers to life-threatening or extraordinary medical conditions and is not intended to include commonplace or ordinary medical conditions. Examples of catastrophic medical conditions include cancer and complications in pregnancy that are hazardous to the life of the mother and/or unborn child including, but not limited to, toxemia-related complications. In contrast, flu, a broken leg, and routine pregnancies are not considered catastrophic or extraordinary medical conditions. Generally speaking, such catastrophic or extraordinary medical conditions must be considered both long-term in nature and require long-term rehabilitation periods. A physician's statement certifying that the medical condition is life-threatening or extraordinary must be submitted with the request to access the Sick Leave Bank. Included in the statement must be the nature of the condition and the anticipated length of the rehabilitation period.
