The General Assembly a. The general assembly shall be the highest policy making body of the council and shall be composed of duly elected members of the University Student Council.
The General Assembly consists of all project partners. The General Assembly will constitute the highest decision making body of the project. The General Assembly will normally meet annually, but in exceptional cases additional meetings or web conferences are envisaged. The implementation of the previous IncoNets proved that an annual meeting of all the partners is necessary in order to stimulate the implementation of the work and to reinforce the team work and networking. The first General Assembly will constitute the Project’s Kick- off Meeting (month 1), followed by two annual meetings wherever possible back-to-back with other important project events such as Policy Stakeholder Conferences. • At the kick-off meeting, building on the substantial dialogue within the consortium in the project definition phase, every activity of the project will be discussed in detail and the precise role of every partner will be specified. • At the annual General Assembly meetings, the consortium will review the progress in the implementation of the project based on the presentations given by every Task leader. The General Assembly will define/update a precise time-schedule for the following 12 months, taking also into consideration the necessary coordination with the IncoNet targeting Central Asia. The General Assembly will be chaired by the Scientific Coordinator and will take decisions by consensus. However, in exceptional cases when consensus cannot be reached and an important damage can occur for the project, a vote could take place. The modalities for such procedures will be specified in the Consortium Agreement to be signed among the partners at the beginning of the project.
