An employee's seniority shall be terminated when one or more of the following occur: 1) the employee resigns; 2) the employee is discharged for just cause; 3) the employee is laid off for a period of time exceeding two (2) years; 4) the employee retires; and 5) the employee refuses a recall or fails to report to work within ten (10) calendar days from the date the City sends the notice of recall.
