The applied methodology shall be geared towards achieving the main objective of supporting beneficiary organizations in creating an adequate organizational framework as the basis for HRD/ Training and digitalisation initiatives; thus, fostering an enabling environment to improve their organizational performance and motivate/inspire their staff to commit to this process of organizational improvement. Strengthening the organizational environment is linked to the other domains of support to improve organizational performance and is expected to instil a culture of quality improvement within the organizations. The applied methodology shall fully factor in the project context of the SDHR Intervention. Within the Belgian-Ugandan bilateral cooperation, the Support to the Development of Human Resources Project (SDHR) is supporting staff development in selected Beneficiary Organisations in five ministries (Health, Education, ICT and National Guidance, Ministry of Public Service and Water and Environment). This staff development should contribute to organizational improvement and as such also to service delivery. The project owners are, the Ministry of Finance, Planning and Economic Development (MoFPED) and the Belgian Development Agency (Enabel), which are jointly responsible for the implementation. The line ministries of the sectors are actively involved in the activities. The project beneficiaries are currently 20 organisations. These organisations have their offices in various places in Uganda: 5 are based in Kampala, 2 in Karamoja, 5 in the Eastern and Northern Regions, and 6 in the Western and Southern regions. The list of selected organisations is not exhaustive and can change over the assignment of the duration of the contract as the effect of decisions of the Contracting Authority.
