Taking a Neighbourhood Approach. Across Lancashire, neighbourhood working is being implemented to help narrow the gap in opportunities and quality of life for those living in our most disadvantaged areas. Taking a neighbourhood approach varies across Lancashire as each way of working is tailored to suit the characteristics of the area and of the partners involved. One example of how this works is the Reassurance Plus Project in Blackpool under the direction of the Local Strategic Partnership. The Reassurance Plus project was identified as the neighbourhood service delivery method for Blackpool in 2006. Under the direction of the Local Strategic Partnership, Blackpool Council, Lancashire Police and Lancashire Fire and Rescue Service are leading partners for the project along with the Council for Voluntary Services (CVS) and Primary Care Trust who are essential representatives in the decision making process. Working together in this way, enabled the partners to pool resources and increase partnership working. In Blackpool, three priority neighbourhoods were identified based on the 3% most deprived neighbourhoods according to the 2004 Indices of Multiple Deprivation. Dedicated Heads of Service were appointed to lead three multi- agency teams to be based in the priority neighbourhoods. The teams included dedicated officers from the police, fire and rescue, housing enforcement, public protection, engagement team, cleansing officers and other frontline services. Within the multi agency teams there is a strong ethos of partnership working and the sharing of common goals. The project adopts a high visibility presence in the neighbourhoods with regular public meetings (linked to Blackpool’s status as a Respect area), community walkabouts, environmental projects and opportunities for residents to influence local decision making. At regular public meetings for each area, residents vote on their three priority issues which then target the work of the multi-agency team for the coming three months. The project works closely with the BSafe Partnership, as well as the Area Forum Structure in Blackpool and the emerging Area Action Planning process to ensure both physical and social regeneration. The aim of the project is to improve the quality of life for those in the most disadvantaged areas, with a strong ethos of community engagement and involvement.
