Historically, Beneficial Use of Dredged Material (BU) projects are difficult to manage because they are multi-year, multifaceted undertakings in which different organizations manage dredging schedules, funding, project design, permitting, and construction activities. Ducks Unlimited, Inc. (DU) will use Coastal Management Program Cycle 26 Gulf of Mexico Energy Security Act (GOMESA) funds to work with stakeholders in Regions 3 and 4 to identify and prioritize potential BU restoration sites. Identified sites will be evaluated for further engineer/design and permitting efforts. DU will partner with TxDOT to provide data and guidance for the Gulf Intracoastal Water Way and associated PAs. Within Region 3, the Port of Corpus Christi Authority will partner with DU to provide the support of their Environmental and Channel Development Teams to facilitate the success of this planning effort. This engineering effort will help tee-up the highest priority sites for subsequent BU implementation via funding from various other funding programs. This effort will allow one entity to coordinate engineering, design, and permitting of the highest priority sites and will complement an ongoing coastwide BU planning effort led by DU. The project will also facilitate BU restoration projects in Regions 3 and 4. In Galveston Bay, 60% of the oyster reefs have been lost due to decades of exploitation combined with multiple storm events. Although the wild oyster larvae supply remains stable, harvesting and storm-driven sedimentation has resulted in a shortage of hard substrate, reducing available oyster habitat. In response to this decline in oyster habitat, the Subrecipient launched the Oyster Shell Recycling Program (OSRP) in 2011. Subrecipient has since expanded its operations and now collects an average of 180-200 tons of shell annually. To date, the Subrecipient has recycled 1,400+ tons and returned 840 tons of this shell to Galveston Bay to restore native oyster habitat. The continued operation and expansion of the OSRP will allow Subrecipient to increase the amount of shell stockpiled to accommodate future reef restoration projects. The proposed field study will provide guidance on the use of recycled shell in future reef restoration while also engaging the community in citizen science through the collection of water quality data. Subrecipient will use CMP Cycle 28 funds to continue to operate and expand the OSRP, complete a field study to assess the use of recycled shell in intertidal reef restoration, and continue to collect and analyze water samples. Subrecipient will continue shell collection activities and implement the findings of the Strategic Development Plan 3.0 prepared under CMP Cycle 27 to direct the expansion of the OSRP. For the field study, Subrecipient will partner with the University of Houston (the “Contractor”) to assess the use of biodegradable bags, specifically in oyster shell breakwater construction and retrofitting. Subrecipient's Water Monitoring Team (WMT) will collect water quality data at the study site and throughout Galveston Bay. Yet, oyster reefs are documented as the most threatened marine habitat worldwide, with global losses of 85% (Xxxx et al, 2011). While oyster larvae can attach to many surfaces, oyster shells are the preferred substrate for larval attachment and growth (Xxxx and Luckenbach, 2000). In an effort to reestablish hard substrate in Galveston Bay, GBF partners with restaurants to collect shucked oyster shells. The shells are transported in recycling receptacles by GBF staff to upland storage sites where they are stockpiled and sun-cured for minimum of 6 months. The recycled shells are then returned to the bay through shoreline protection projects, reef creation projects and reef enhancement initiatives like volunteer oyster gardening. During Cycle 00, XXX plans to expand shell recycling efforts to Galveston Island, test new oyster gardening techniques, and prepare a Strategic Development Plan (“Plan”) that will provide a framework for a more sustainable shell recycling operation. Throughout Cycle 00, XXX will assess the findings of the Plan and enter the Evaluation Phase of the program. The results of the Plan will help determine if an alternative approach to shell recycling should be pursued and whether a participation fee for restaurant partners is necessary to sustain the program. The Restaurant Selection Criteria created in Cycle 22 will also be implemented to guide future expansion. In addition, GBF plans to expand to the oyster gardening efforts by involving 4-6 bayfront communities in the volunteer activities. Results from the Cycle 22 oyster gardening method analysis will determine which new technique will be implemented in Cycle 23. All participating volunteers will be given the opportunity to collect spat recruitment data as the collection methodology will have been refined in Cycle 22.
