Substitute Pool. A list shall be maintained of the classification (other than the employee's own regular classification) in which a regular contract employee has an interest in working on an as needed basis. The member of the sub-pool must meet minimum qualifications for the position based on job descriptions as reviewed by the superintendent. Employees may sign up on the list before the first day of student attendance in the fall and the first day of the second semester. This substitute pool list shall have preference for as-needed work on a rotation seniority (number of years employed in the district) basis, unless assigning substitute work will result in overtime status for the employee or unless there is less than twenty-four (24) hours notice of the need, in which case the superintendent may use someone off the pool list or someone outside the bargaining unit. Participation in the sub pool cannot interfere with normal duty. If no one on the list accepts an offer of as-needed work, a substitute outside the unit may be used. For as-needed work, those on the substitute pool list shall be paid the zero experience rate for the classification of the work. The maximum hours that a sub pool member may work is 40 hours in a week.
Substitute Pool. If any certificated employee in the employment pool desires to be considered for substitute work, he or she shall advise the Board in writing. Any such employee shall then be placed in a substitute pool with first priority for substitute work for which they are deemed competent under the criteria herein.
Substitute Pool. In the event there are more unit members district wide than called for in this CBA for one or more curricular areas, the District may establish a pool of substitutes formed of unit members who will do day-to-day substituting in lieu of having a regular class assignment.
Substitute Pool. A pool of one substitute day per building Employee will be funded for building planned staff development, activities and field trips. This allocation could be used for activities conducted in two (2) or four (4) hour blocks outside the school day paid at the Employee’s per diem rate per hour. The allocation for building substitutes will be added to each building’s general budget and used as equitably as possible amongst staff for professional development.
Substitute Pool. OCFS agrees to establish a committee with representatives from the Unions to discuss the feasibility of establishing mechanisms to enable an assistant, substitute, or volunteer who is already cleared to work with one family or group family day care provider to also be used as a substitute for one or more other family or group family day care home providers.

It is recognized and agreed that persons employed as substitutes are not members of the bargaining unit and as such, except where specifically provided in this Agreement, shall not be subject to the terms and conditions of this Agreement. Substitute Employees shall not be hired to fill Regular Full- Time or Part-Time positions without applying for the position through the normal hiring process. No regular positions shall be supplanted by a Substitute Employee on an ongoing basis, nor shall Substitute Employees deprive any Regular Employees of hours of work or job benefits.
