Strategic and Operational Planning. Service Recipient shall retain sole and exclusive authority, discretion and rights of approval with respect to strategic and operational planning, which includes the following: developing a series of comprehensive standards and planning guidelines pertaining to the development, acquisition, implementation, and oversight and management of IT systems; identifying and implementing opportunities for reducing costs for IT systems considering alternatives suggested by Provider; approving or disapproving, in accordance with guidelines established by Service Recipient, each proposed acquisition of Procured Technology; approving or disapproving, in accordance with guidelines established by Service Recipient, all requests or proposed contracts for consultants for IT systems; defining and evaluating IT services, including service availability and minimum acceptable service levels, service specifications, standards, and benchmarking; selection of suppliers; security requirements; scheduling and prioritization, service conflict resolution among End-Users; help desk rules and general operational management guidelines; and supplier strategy, including selection of providers; specialised provider relationships (including telecommunications); and quality assurance standards.

Strategic and Operational Planning. The State has final authority for and primary responsibility of technology strategic planning with assistance from the Contractor. The Contractor is expected to assist in: (i) development of goals and objectives; (ii) assessment of the current environment; (iii) analysis of alternatives; (iv) development of recommended directions and solutions; (v) development of technology standards; (vi) development of implementation plans; and other areas as appropriate. The State will also retain primary responsibility and authority (with assistance from the Contractor) over operational planning as it relates to the development and approval of initiatives that affect the Contractor’s scope of services, and/or strategic directions of the State’s technology environment and contract with the Contractor. This includes the statewide coordination and approval of specific departmental requests for service that are in scope for a fee services beyond the basic scope of services provided by the Contractor or directly modify the Service Level Agreements (SLAs) determined through this RFP process.
