Statement of Requirements. This document, along with its appendices, is part of Schedule 2 (Statement of Requirements) of the Business Operations Agreement. Schedule 2 provides the requirements for the Business Operations, MIS, Finance, Interoperability, VoSI and General Service Elements. This document should be read in conjunction with other component documents of the Agreement as these play an integral part in understanding the requirements set out in this document. Definitions of terms used in this document are contained in Schedule 1 (Definitions). In meeting the Requirements set out in this Schedule 2: Statement of Requirements (Interoperability) the Service Provider shall at all times ensure that the Requirements are delivered in accordance with Clause 4 (TfL Objectives) of this Agreement. The structure and layout of this document is ordered into sections. Each section has a heading with an introductory statement. This is followed by sub-headings containing requirements. Each requirement has two rows containing the following information (see example of layout of Statement of Requirements): - Requirement number; - Mandatory; and - Requirement detail.

Statement of Requirements. The Overall Requirement: The overall requirement is for the Service Provider to supply (in the case of Generic eLearning Solutions) or to develop (in the case of Bespoke eLearning Solutions) eLearning products and assist CSL in the uploading and maintenance of these products which will be hosted on CSL’s web-based learning website. These products shall form a large part of (but may not be confined exclusively to) the CSL’s Common Curriculum. CSL are looking for an innovative partner with a high level of understanding of the technical issues involved who can work alongside CSL to deliver the quality eLearning products and designs that are required in order to deliver an outstanding customer learning experience at the most economically-advantageous price. CSL’s definition of a Generic eLearning Solution is that all such eLearning products will be based on existing Commercial Off-The-Shelf (COTS) products. It is recognised that some design / development may be required in order to customise and re-brand the COTS products to meet CSL branding. CSL’s definition of a Bespoke eLearning Solution is where CSL and the Bespoke eLearning Service Provider jointly create, develop, deliver and maintain brand new eLearning products which are tailored to specific subject matter expert’s needs. CSL are currently developing detailed specifications for the Bespoke and Generic eLearning products and these shall be made available to the successful Service Provider(s) in due course. All Bespoke and Generic eLearning products are required for a wide range of Civil Servants i.e. across a wide range of grades: from administration and senior staff members through to Director level staff. The Service Provider may be asked to provide eLearning on a much broader range of topics to Departments, CS Professions, or others subject to agreement by CSL. This may be commissioned via CSL or directly by Departments. Please see Appendix E for more background information on CSL and to the requirement. High Level Outputs: The Service Provider(s) shall: • Assist CSL in the rapid expansion of a range of available CSL products and shall therefore deliver the service requirements to very tight timescales (therefore time is of the essence). • Commence delivery of the service immediately following award of the Contract. • Observe and take into account parallel work stream’s protocols and procedures when developing and maintaining the eLearning products.
