Staffing Standards. 1. Newly hired employees providing congregate meals shall submit three (3) references from persons other than their family members. All references, whether verbal or written, shall be contacted and results documented in the personnel record.

Line of Sight The teacher and/or teacher assistant must maintain a line of sight of the children during the six (6) hour comprehensive educational program day. Teacher Absences A substitute teacher and/or substitute teacher assistant shall be present and working in the Head Start classroom for each day that a teacher and/or teacher assistant is absent, whether due to illness, required training, or approved personal leave. The credential of the substitute for a teacher shall, at a minimum, meet county substitute credential requirements and Head Start Performance Standards. Long-term substitute teachers for maternity or extended leave longer than three (3) weeks should have, at a minimum, a credential equivalent to the original classroom teacher. The qualification for a substitute teacher assistant shall, at a minimum, meet the requirements of the Head Start Performance Standards. FAMILY WORKERS The Head Start Grantee shall have one (1) full time family worker in place for every 45 children being served by the Head Start Grantee who shall, as directed by the Head Start Grantee’s assigned Supervisor: Collaborate with the school District staff to ensure that activities for family involvement and social services occur. Coordinate participation in health and social services designated by the District to serve the needs of the children and their families. Provide all contract-mandated data to the District to ensure confidentiality. Report to the Head Start Site Supervisor and collaborate with appropriate District social services staff. Complete three (3) home visits with each family in each school year. Not serve as teacher, secretary, substitute, or in any other capacity during the same hours as they are serving as the family worker. Staffing Standards. A. The following Elementary Building Principal staffing procedure will be followed: One (1) full-time Principal for any Elementary Building with 250 students or more based on fourth Friday count and based on total student enrollment. For buildings with less than 250 students the District shall have the authority to establish the Building Administrative pattern for such building. Prior to the establishment of a Building Administrative pattern, the Superintendent of Schools shall meet with the Association and the Building Principal(s) involved to study all aspects and ramifications of each alternate plan that is being reviewed and then shall take his/her recommendation to the Board of Education for approval. An Assistant Principal may be placed in an elementary building based on enrollments and approval from the Superintendent or his/her designee. In case of financial difficulties or lower enrollments, the District has the right to eliminate or reduce positions accordingly. The current elementary staffing pattern will be maintained as long as enrollment and financial conditions permit. Any changes will be based upon a discussion between the Principal and the Assistant Superintendent.

Counselor Certification Requirements Contractor must have sufficient knowledge of the State of California’s regulations concerning counselor certification and LPHA requirements and be able to comply with all aspects of those regulations in the timeframes allowed by law. Programs are responsible for being familiar with updates to regulations and law regarding these requirements. Those regulations supersede the terms of this agreement.
