Increases in species rates will not be considered. This provision shall not apply during the period of a Contract Term Extension. If Forest Service makes a determination that this contract should not have been included under in- creased downpayment requirements (36 CFR 223.49(e)), the downpayment shall be revised and applied in accordance with 36 CFR 223.49(f).
