Specialty Assignments. A. Selection for a specialty assignment will be treated as a reassignment and will not be considered a promotion. To assist the Chief in selecting the best-qualified candidate for the assignment, minimum qualifications may be established for specialty assignments.

Specialty Assignments. Section 40.1. Sergeants and Lieutenants who have successfully passed their probationary period shall be assigned specialty assignments based upon the following criteria. Criteria to be considered shall be experience as a police officer, Sergeant, and/or Lieutenant and any training associated with the posted position. To distribute opportunities among the workforce, sergeants and lieutenants who have not had specialty assignments, for at least two (2) years shall be given equal consideration for a specialty assignment. After every other criteria mentioned in this Article is considered, seniority shall prevail.
Specialty Assignments. Whenever the College intends to create a specialty assignment within the Police Department, such as, but not limited to, investigations, community outreach, and diversity awareness, a written announcement soliciting interested applicants will be sent through an internal email. The Chief of Police may assign duties based on education, knowledge, competencies for the role, skills, and abilities. The progress of the specialty assignments will be monitored throughout the duration of the assignment. The annual renewal of specialty assignments are subject to the discretion of the Chief of Police.

If no qualified post Security Officer 3 applied, the Chief may assign the next lower level qualified officer to the assignment. To distribute opportunities among the workforce, preference will be given to officers who have not had specialty assignments. After every other criteria mentioned in this Article is considered, seniority as a Security Officer shall prevail. If no Security Officer applies for the position the least senior Officer shall be assigned the position once they have successfully completed their FTO program. If the Officer assigned the position finds another Officer who is willing to work the assignment prior to the three (3) year duration, the Employer shall consider the request to allow the Officers to switch assignments. If an Officer applies for and accepts a specialty assignment, and subsequently declines or wants to quit the assignment, the assignment shall be re-posted.
Specialty Assignments. All qualified employees are eligible to participate in the following specialty assignments as outlined in Appendix D: EMS Quality Improvement Leader (QIL)* Fire Investigation Program Leader (FIPL)* Hazardous Materials Program Leader (HMPL)* Water Rescue Team Member Technical Rescue Team Member Public Information Officer (XXX) Image Trend Administrative Program Leader (ITAMPL) Fleet Maintenance Leader (FML) Employees designated to assignments with an (*) above shall be paid a flat rate maintained at a value equivalent to five percent (5%) of top-step Firefighter/Paramedic each pay period. Employees designated to any other assignment listed above shall be paid a flat rate of two hundred and fifty dollars ($250) each pay period ($500 per month). In no case shall an employee receive pay for more than one of the above assignments at a time. Employees with more than one assignment shall be compensated based on the assignment receiving the highest pay.
Specialty Assignments. 12.1: All selections to an assignment that has a duration of more than one year shall be based on the candidate's past performance, work history, qualifications, training, and oral interview results among the employees expressing an interest in filling the position.

Specialty assignments shall last no longer than four (4) years. If the Chief determines that an extension is desired, and the officer agrees, the assignment will be extended up to four (4) years. Specialty Assignments. An officer will be eligible for a specialty assignment under this Section if he or she hasthey have been employed as a full-time sworn police officer for a minimum of three (3) years, with the most recent two (2) years being served as a Redwood City Police Officer. This requirement must be met by the date the specialty assignment is scheduled to begin. The following limitations shall apply to specialty assignments: Officer may not have held a specialty position for the six (6) months prior to the beginning date of the assignment. The positions of Field Training Officer, Canine Officer, and Drug Enforcement Administration Special Agent are exempt from the six (6) month waiting period, and any Officer who meets the qualifications may apply. Officers currently in a specialty assignment may apply for any of these aforementioned three (3) specialty assignments without regard to the waiting period. Officers assigned to the following specialty assignments shall be assigned for a period not to exceed three (3) years: Detectives, Juvenile Detective, Street Crime Suppression Team Detective, School Resource Officer, DARE Officer, and Motorcycle Officer. Officers assigned to the following specialty assignments shall be assigned for a period not to exceed two (2) years, but may be extended by one (1) additional year by mutual agreement of the Officer and Police Department Administration when noted: Field Training Officer, CCAT Officer, Narcotics Task Force Special Agent, Drug Enforcement Administration Special Agent, and Vehicle Theft Task Force Special Agent. The length of assignment for a canine handler shall be the working life of the dog, with the minimum assignment of three (3) years. Appointments to two (2) or three (3) year specialty assignments shall be subject to a probationary period of six (6) months of service from the date of appointment. During the probationary period an employee may be rejected from the specialty assignment at any time by the Police Chief for poor performance. The Police Chief will use the comments tracked in Guardian Tracking or comments obtained from any special evaluations prepared by the employee’s supervisor as the basis for rejection. Any officer in a specialty assignment shall be eligible to apply for a permanent position if one becomes available while they are in their rotational assignment or within six (6) months from the date of completion of the specialty assignment. Specialty Assignments. Special assignments, as determined by the County, will be made by seniority when possible. This would include any available alternative work assignment that the County determines is available during those time periods when schools are scheduled to be closed. A volunteer sign- up sheet will be posted on the first day of school each year for thirty (30) days that will be used for consideration when making specialty assignments throughout the school year. This sign-up sheet will also be made available at the back to school night. In addition, only newly hired permanent employees hired after the thirty (30) day posting period will be afforded the opportunity to sign up after the posting period. The Union President will have regular access to this list, and assist the County when tracking and determining the fair distribution of special assignments on this list.

(Bureau of Criminal Investigation) When an Officer below the rank of Captain is permanently assigned as Head of B.C.I., said Officer, so long as the Officer remains in said assignment, shall receive extra compensation in the amount of $800.00 in addition to his/her regular pay and Detective’s increment.
