Special Skills. Five percent (5%) of the employees (not less than one person) to be laid off within a class within an agency shall be exempt from the seniority factor when the State determines that there is a need for special skills. “Special skills” refers to jobs difficult to fill with a replacement except after extensive training. Where practical, the State will attempt to meets its “special skills” requirements be exempting the employees with the highest seniority among employees with the same special skills. Management decisions on special skills shall be subject to expedited arbitration provided, however, that no back pay remedy shall accrue to any individual employee.

Special Skills. Must have valid Commercial Drivers License (CDL) from the State of New Jersey within ninety (90) days of obtaining this position. Ability to drive a truck and operate snow removal equipment. Must be able to operate loader, grader, brush hog, backhoe, fork lift, and tractor with attachments for example; york rake, auger, etc. Must qualify for N.J. State Pesticide License with appropriate endorsements as determined by Management.
Special Skills a. So long as the Sixth District shares a radio channel with the Germantown district, involuntary assignments onto a non-rotating day and evening shift will not be made based upon an officer’s intoximeter skill. When the department learns that a separate radio channel will be assigned to the Sixth District, it will use its best efforts to assign Sixth District officers to the next available intoximeter training.
Special Skills a. The Department will seek intoximeter operator volunteers for assignment onto each of the shifts with priority given to the evening and midnight shifts. If there are no intoximeter operator volunteers from within the district, the Department will search countywide for an intoximeter operator volunteer for the available shift hours. If a volunteer from another district is found and based upon bona fide operational need as reasonably determined by the Employer, a shortage is not created within the officer’s originating district, that officer will be permanently assigned to the district that is in need of an intoximeter operator. In the event that no volunteers that meet the above criteria from other districts come forward, the operator(s) will be selected by inverse seniority from the station personnel list. The Department will use its best efforts to assign an officer from the shift on which an intoximeter operator was involuntarily transferred onto, to the next intoximeter training school for which vacancies exist. Once this officer is trained and certified, the officer who was involuntarily transferred will be transferred back to his/her shift.
Special Skills a. The Department needs two certified breathalyzer operators assigned to the midnight shift in each district. The two operators will initially be selected from the volunteer list. If there are no breathalyzer operator volunteers from within the district, the de- partment will search countywide for a breathalyzer operator volunteer. If a volunteer from another district is found, that officer will be permanently assigned to the district. The vacant position that is created from the resulting transfer will be filled by the trans- fer, from the district, of an officer on the basis of inverse seniority. In the event that no volunteers come forward, the operator(s) will be selected by inverse seniority from the station personnel list. The Department will use its best efforts to assign an officer from the midnight shift to the next breathalyzer training school from which vacancies exist. Once this officer is trained and certified, the officer involuntarily transferred to the midnight shift will be transferred back to his/her shift at the end of the fiscal year quarter following the quarter in which the training occurred.
Special Skills. When the EMPLOYER requests a qualified applicant with special skills and abilities, the Union shall refer, to the best of their ability, such EMPLOYEE who is qualified to perform the work.
Special Skills. The District may choose when conducting a layoff to retain an employee who would normally have been laid-off because of the special skills, training, or abilities that the employee to be retained has which are required for the position. In exercising this right, the District will notify the Federation of the District’s intent to implement this exemption option and will discuss the reasons for exercising the exemption process with the Federation.

Ability to operate a backhoe, loader and fork lift in the related job duties and emergencies. Must have a valid Commercial Drivers License (“CDL”) from the State of NJ within ninety (90) days of obtaining this position.
Special Skills. Bona fide requests by contractors for plumbers, steamfitters, pipefitter/welders or HVAC/Refrigeration, journeymen, medgas, backflow certified, etc. with special skills and abilities will be honored. Jobbing, service and repair shall be considered a special skill. The dispatcher shall dispatch persons possessing such skills and abilities in the order in which their names appear on the out-of-work list. Where a contractor requests a welder with certification, such welder shall be dispatched to the contractor even though there may be uncertified welders higher on the list. In determining whether an applicant possesses the particular skills and abilities called for by a contractor, the dispatcher shall consider the applicant’s skills and abilities gained either through personal knowledge or the reports of contractors. The Joint Hiring Committee is empowered to draft rules and regulations relating to requests by contractors for plumbers, steamfitters, pipe fitter/ welders and HVAC/Refrigeration journeymen with special skills and abilities, and to modify the provisions of this Section pursuant to issued rules and regulations by requiring additional other proof of the skills and abilities called for to define the type of special skills and abilities which will warrant a special request.
