Source Selection. The nature of the source selection planning process, the techniques for obtaining information, the procedures used in evaluation, and the decision-making methods vary from procurement to procurement. Source selection planning entails: preparing to receive bids or proposals, preparing to apply evaluation criteria, and determining standards to select a Contractor. Proposals are often separated into technical and price sections with each evaluated separately. Evaluation may be complex, requiring a panel experts. Some proposal evaluation may require a consultant’s assistance. The Source Selection Plan (SSP) should include: evaluation criteria, evaluation standards, weighting system, screening system, and source selection process. This category of services is for assistance in preparation of a source selection plan and source selection activities. Services within this category are as follows: Source Selection – Contractor shall develop and prepare source selection plans, in accordance with State statute and rules; instruct evaluation team members on roles and responsibilities; act in the capacity of an advisory role during the evaluation, which may include cost estimating or technical subject matter expertise; ensure Conflict of Interest/Nondisclosure forms are signed; prepare evaluation sheets or score sheets; and prepare draft of source selection decision memorandum. Outputs: Source Selection Plans (SSP), Evaluation Sheets Category Eight – Cost Realism Analysis Cost Realism Analysis is usually conducted after cost proposals have been received in response to a RFP. Cost Realism Analysis may be requested by States to determine if all components of cost have been contemplated from all vendors. Determining if cost proposals are acceptable and fair will assist States in a successful evaluation and award of a contract which is in the best interest of the State. Cost realism is about the system of logic, the assumptions about the future, and the reasonableness of the historical basis of the estimate. It’s about the estimating information (cost data) that makes up the foundation of the estimate. This category of services is for consultation and/or assistance with cost realism analysis services. Source Selection. The basis of award will be a best value source selection conducted in accordance with the FAA AMS. The Government will make award the offeror whose proposal is judged to represent the best value to the Government based on an evaluation of all stated criteria and will be determined by evaluating each proposal in the areas shown in the RFO/RFP/RFQ. The Source Selection Official (SSO) will consider the final evaluation and use his/her best judgment to arrive at a best value decision. Therefore, the successful Contractor may not have submitted the lowest price. While the government evaluation team and the SSO will strive for maximum objectivity, the evaluation process, by nature, is subjective and professional judgment is implicit throughout the entire process. In most instances, the Government intends to select one MOA holder for the work. However, the Government reserves the right to make no award at all, depending on the quality of the proposals submitted and the availability of funds. The Government intends to award a contract or task order without discussions with offerors. However, the Government reserves the right to conduct discussions and/or negotiations with any and/or all offerors, if it deems necessary.
Source Selection. (a) The overall evaluation methodology set forth above will be used by the contracting officer as a guide in determining which proposal(s) offer the best value to the U.S. Government. In accordance with FAR 52.215 1, and as set forth in Section L of this solicitation, award will be made by the contracting officer to the responsible offeror(s) whose proposal(s) represents the best value to the U.S. Government after evaluation in accordance with all factors and sub-factors in this solicitation.
Source Selection. The responsible committee chief will obtain at least two bids from responsible suppliers/providers. WSLL contracts will be awarded on a best value basis. That means that, in the opinion of the responsible committee chief, the contract provides the best mix of cost, reliability of performance, and quality. Where quality and reliability are not an issue, contracts will be awarded on a lowest-cost basis. However, when costs are roughly comparable, the League will endeavor to award contracts to sponsors, contractors, and suppliers who have provided WSLL favorable terms and service over a number of years. At a minimum, the League will notify such suppliers and contractors of opportunities to provide offers/proposals for WSLL work.
Source Selection. Offers will be evaluated using the criteria under Section M, Evaluation Factors for Award. Noncompliance with Section L may cause the Offeror’s proposal to be determined nonresponsive and may result in elimination of the proposal from further consideration for the contract award.

Solicitation Requirements, Terms and Conditions Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical/management requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award. A Contract may be awarded to the Offeror who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors and subfactors, to represent the best value to the Government. The Government seeks to award to the Offeror who gives DISA the greatest confidence that it will best meet, or exceed, the requirement and result in the best value to the Government. Evaluation Process Throughout proposal evaluation, the source selection team (SST) will strictly adhere to FAR Subpart 15.3, DFARS 215.303, DARS Subpart 15.3, and the evaluation process and criteria stated in Section M of the solicitation. The technical proposal should include all information the Offeror wants the Government to consider and evaluate regarding its company’s ability to perform all required tasks and conform to all required terms and conditions. The best value determination will be based on the stated evaluation factors. The Government intends to evaluate proposals and award a contract without discussions with Offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the KO determines they are necessary. Source Selection. The Government intends to award up to ten (10) contracts that will form the MEGA Unrestricted PRAC Phase B MATOC; however, the Government reserves the right to award more or less than ten contracts. In any case, the Government may not award any contract if the resulting contract would not represent a "best value" to the Government.
