Services and Scope to be Performed. The Contractor shall conduct facilitative and support services as outlined in Attachment A, “Description of Services”. The services shall be as directed and authorized by the Durham Project Manager, as designated by the director of the Department of Water Management. In this contract, “Work” or “Project” means the services that the Contractor is required to perform pursuant to this contract and all of the Contractor’s duties to the City that arise out of this contract.

The purpose of this contract is for the procurement and installation of up to nine (9) Solar-Power Energy kits to power 9 Passenger Information Systems (AVL) signs at nine select bus stop locations throughout the City of Durham. Contractor shall perform all services and scope in accordance with FEMA 321-Public Assistance Policy Digest, FEMA 322- Public Assistance Guide, FEMA 323- Public Assistance Applicant Handbook, FEMA325- Public Assistance Debris Management Guide including hazardous and industrial waste materials and within the time specified in this contract and Federal Highway Administration (FHWA). The selected Contractor Contractorwill be expected to provide disaster debris monitoring services utilizing automated debris management system (ADMS) technology. The selected monitoring Contractor may, at the sole discretion of the City of Durham, be allowed to subcontract project monitoring; such monitoring shall include detailed web based cost and load tracking suitable for a comprehensive audit of debris removal. The City may limit the number of subcontractor Contractors working under the prime or sub-prime contractor at its sole discretion for any reason. The selected monitoring Contractor’s response to the recovery process must be immediate, rapid, and efficient, with acceptable cost controls and accountability procedures, and with written reports and submittals in place, to assure that the City will have the means to be reimbursed for all eligible disaster recovery costs from appropriate Federal and State Agencies. Services and Scope to be Performed. Presumption that Duty is NPO’s. The NPO will provide youth and young adults with programming to include: an Achievers Literacy Program to improve the inadequate reading, writing, and computer literacy skills of youth and young adults engaged in the program; the C.O.R.E program designed to provided entrepreneurial training, financial literacy, business and life skills to underserved youth and young adults; and a summer basketball league. Programs offered will be intertwined with mentoring to be a change agent, that transforms the lives of youth by giving them the ability to make decisions and implement change in their own lives.
