SERVICES AND RELATED ITEMS. Task 1: Auto Check/Clean Fleet Program The Provider will implement an Auto Check/Clean Fleet program for the Corpus Christi air shed. A minimum of one Auto Check/Clean Fleet event will be held each month beginning in January 2021 to test an average of 20 vehicles per month through December 2021. The Provider will make every effort to ensure that at least half of all vehicles tested are private, non-fleet vehicles. The Auto Check/Clean Fleet program will measure vehicle emissions and read emissions related engine codes from area public and private fleets and suggest emission reducing repairs for identified polluting vehicles. The program will issue a repair voucher for qualified non-business vehicles owned by a private citizen that fall within the defined “dirty” category for tailpipe HC and NOx, or certain Advanced On-board Diagnostic System (OBD-II) Diagnostic Troubleshooting Codes (DTC). After repairs, the contracted repair vendor will re-test the emissions of each vehicle diagnosed by tailpipe emissions. Emissions reductions will be estimated and reported for gas cap replacements, Evaporative Control System repairs, and repairs diagnosed by tailpipe readings. Non-Evap DTC repairs will be included per vehicle in the report. An Excel workbook with collected information for all tested vehicles will be sent to the Port with quarterly reports. Retests are not counted in the total number of vehicles tested. Vehicle qualifications such as age and mileage may be imposed for budget and emissions reduction efficiency. Vouchers for “dirty” vehicles are issued for some DTCs (such as those related to the Evaporative Control System, ERG, misfires, mass air flow, catalyst system, O2 sensors and others), tailpipe hydrocarbons (HC) >200 ppm, tailpipe oxides of nitrogen (NOx) >300 ppm, or a failed gas cap pressure. The Auto Check/Clean Fleet program will measure vehicle emissions from area public and private fleets for hydrocarbons and NOX; coordinate emission reducing repairs for identified polluting fleet vehicles; issue a repair voucher for each vehicle owned by a private citizen that falls within the “dirty” category for HC and NOx; re-test the emissions of each repaired vehicle; calculate and quantify emissions reductions as a result of repairs; and enter all information for all tested vehicles (“clean” and “dirty” as defined below) into an excel spreadsheet to be sent to the Texas Commission on Environmental Quality (“TCEQ”) with quarterly reports. Retests are not counted in the total number of vehicles tested. Vehicle qualification of <10 years old and <175,000 miles may be imposed for budget efficiency. Below is the current criteria for the tailpipe test. The projects, programs and activities provided by the Partnership consist of the projects, programs and activities that seek to protect Coastal Bend air quality and its attainment of National Ambient Air Quality Standards (NAAQS) established by the United States Environmental Protection Agency, which would be advantageous to the future growth and vitality for PCCA and benefit the public welfare in Nueces and San Xxxxxxxx Counties and shall include the following:

The Development Services to be provided to the Port by the Provider shall include the following: • Program to market public and private property that is accessible in cooperation with Port Business Development; • Research and develop information regarding the future growth of Port and establishment and location of new industries and commercial and public enterprises on Port property, including foreign direct investment; • Other Economic Development activities developed in cooperation with Port and Nueces County Development Commission (NCDC) leadership that may be needed as projects and issues arise; NCDC will participate in additional business-promotion missions and cooperative endeavors with the Port, in support of the critical mission of promoting Economic Development of the Port.
