Scope of the Grievance Procedure l. It is understood by the parties that this grievance procedure represents the exclusive process for the resolution of disputed matters arising out of the Grievance Definition, sections A.l. and 2. above, except for those specific matters listed below:
Scope of the Grievance Procedure. The purpose of this Grievance procedure is to establish effective machinery for the fair expeditious and orderly adjustment of grievances. Only matters involving the interpretation, application or enforcement of the express terms of this Agreement shall constitute a grievance.

Any and all matters of controversy, dispute or disagreement of any kind or character existing between the parties and arising out of or in any way involving the interpretation or application of the terms of this Agreement shall be examined and resolved by the procedures of this Section.
