Scope of Services Description. The Owner will require special inspections for this project. All special inspections, studies and any other project specific information developed by the Professional will also be submitted to OMH and Central New York PC, for their records. A review of the submittal format will be performed prior to developing the information. The Professional with associated sub-consultants will develop and maintain Building Information Modeling (BIM) which includes digital design models (3D) during the design phase. This model will provide a basis for design analysis as well as a vehicle for photorealistic renderings and building walk-throughs. The Professional shall provide clash detection analysis of all disciplines during design. The Professional shall utilize DASNY’s BIM Standards Manual for the design of this building. Design submittals shall, at a minimum, be provided as per the Owner’s Design Professional’s Submission Requirements, located on DASNY’s web site (xxxx://xxx.xxxxx.xxx/construction/designandconstructiontools/guidelines.aspx) The design shall conform to the latest New York State Building and Energy codes, comply with NYS executive Order 88, and shall achieve a USGBC (United States Green Building Council) LEED Silver rating. The Professional shall also include Energy and environmental design direction, energy modeling for LEED and NYSERDA requirements, LEED workshops, coordinating and completing the LEED Green Building Rating System, required USGBC filing by a qualified LEED accredited professional to ensure project certification by USGBC and NYSERDA coordination and submittals for eligible incentives. Building Commissioning, Material Testing and Storm Water Pollution Prevention on-site inspections will be completed by the Owner’s Term Consultants assigned to the Project. Construction will be completed using Multiple Prime Contractors. The project team will evaluate the use of a Project Labor Agreement (PLA) for this project. This process will take place during the building design stage and if deemed feasible, will then use a Single-Prime Contractor. The Design Consultant will supply Bidding and Construction Phase services. The Professional shall perform Contractor prequalification services, during the development of the 100% Design Documents and estimate. It has been vacant and the heat has been off for years. The renovations include; demolition and removal of hazardous materials, roof and drains, exterior façade, window replacement, plumbing, heating, air-conditioning, electrical, fire protection, security and elevator(s). The consultant shall conduct a review of similar recently completed OMH projects for “lessons learned” and shall incorporate approved ideas into the design. The design shall also include the inclusion of highly durable materials to increase the building’s longevity and incorporation. Site work shall include a new parking lot, repairs to the loading dock, handicapped accessibility, sidewalk repairs, landscaping, utility upgrades and a new main entrance facing north. The Creedmoor Campus, including Building 70, was constructed in the mid-1920s and is eligible for listing on the State and National Register of Historic Places. All renovations must be sensitive to the historic nature of the building and be filed through DASNY with SHPO. Scope of Services Description. The Design Professional shall provide architectural and engineering services for the design, construction, administration, and coordination with a commissioning agent, of a new Inpatient Units and Support Services wing as well as renovations in the existing educational and administrative spaces. The Design Professional shall consider the following items as representative of the major requirements in the scope of services to be provided, however, it should not be construed as the complete list of items necessary for the completion of the project and to meet the clients’ intent to provide a full service inpatient building. The proposed scope of work in this project includes replacement of the Inpatient Units and Support Services wings with a new addition(s) of approximately 48,000sf. The multi-story addition will consist of multiple sleeping units with single bedrooms, bathrooms, group/visiting spaces, secure outdoor recreation areas, staff space, kitchen, pharmacy, mechanical and electrical spaces. The existing Inpatient Units and Support Services wings will be decommissioned and prepared for future demolition. The new addition for WNY CPC is intended to be a healing center for highly traumatized children. As such, the design is expected to be welcoming, and include inviting colors, natural light, quiet spaces, soft lighting, and acoustic control. It must be unobtrusively secure, and easy to supervise. Finishes and systems must be durable and easy to maintain. The building must be efficient to operate, while providing a modern, family friendly therapeutic environment. Work at the existing administration and educational spaces (approximately 60,000sf) includes hazardous materials abatement, replacement of mechanical and electrical systems, and code/accreditation violation remediation. Utilities need to be integrated between new and existing building. Project to also include safety and security upgrade, Fire Alarm upgrade and Fire Suppression Upgrades. A coordinated phasing plan will be required to allow for the facility to maintain occupancy and operations during the construction process. All site and utility information available from the Office of Mental Health (OMH) will be turned over to the Design Professional, however, the Design Professional will be required to augment that information as needed to determine the appropriate placement of the new addition. Scope of Services Description. The CONSULTANT shall design, fabricate, construct, deliver and install the following for the Education Center: Logo; Logo applications (e.g. letterhead, communications materials, vehicles, promotional posters, museum store product) with guideline manual; Large sculptural installation at entrance; Design elements for the 72-seat jazz room; and Signage in accordance with NYC DOT and 2014 NYC Building Code including all rules of the building department. Signage shall include, but is not limited to: Street level signage identifying direction between key access points (nearby subway, primary streets, etc.); exterior signage; room signage including public, private, indoor, outdoor and mechanical space for the entire building; exit signs; stairway and elevator identification signs; door signs; occupied side of stair doors and stair side signs; code conforming graphics on metal or durable materials with color contrast, dimensions, bold font and height above floor; accessible means of egress for doors providing access to an interior and exterior area of rescue assistance that is in compliance with ICC A117.1 for visual characters; capacity signs; access-control door signs; delayed egress lock signs; directional signage at exits and elevator landings within areas of rescue assistance; and posting of instructions for use of rescue assistance and signage requested by the building inspector.
