These include but not limited to the following key benefits:  Change-impact analysis, reduce system outages and increase service availability;  Isolation of the root cause of the problem by mapping application to the underlying physical and virtual infrastructure, thus identifying dependencies;  Map dependencies ensuring that the appropriate resources are provisioned to reduce the overall mean-time-to-repair;  Prioritized fixes based on the criticality of the affected business process, minimize the cost of outages and reduce recovery time;  Simplified correlating event or counters of multiple components and enables administrators to easily get an end-to-end overview; and  Reduce the time required to determine the root cause of an issue significantly. This tool will also be used as a unified monitoring and reporting dashboard that can report on resource utilization of the heterogeneous infrastructure and generate historical data to measure the forecast of the future capacity requirement.

Scope of Requirements. The contract is in two parts: Part 1 Delivery of the ring test programme. The operational instruction (Quality assurance scheme for Chironomid Pupal Exuvial Technique) describing the quality assurance scheme for Environment Agency staff, is included with this tender. The primary method used to quality assure analysts identification skills will be ring testing with known standard specimens. The contractor would be expected to deliver the ring test as laid out within the attached operational instruction. In summary this would include: • Preparing and sending out a standardised ring test unit 5 times per year. For the purposes of this contract, a standardised ring test unit will consist of 10 sets of identical identification tests which will be sent to 10 regional labs. Each replicate identification test should be made up of 10 Chironomid exuviae from different genera, either mounted on slides or in solution. If the later form is used, multiple specimens of each genus should be provided to allow for damage during identification. The identification tests sent to each laboratory must be identical. • Receiving, collating and marking the ring test results from approximately 30 individual CPET analysts within the regional labs; • Preparing a short report listing the chironomid taxa in each ring test unit and where they were sampled from. This report should then be sent to all ring test laboratories so that the ring tests can be stored as reference collections for later date. • Reporting ring test results for all individuals to the contract manager. Part 1 will cover the period from when the contract is agreed until the 31st March 2012 with the option of extending the contract for one further year at this point. This extension will be at the contract managers discretion and based on the cost, performance and management of the contract to that point. Note that 5 ring tests will need to be delivered per calendar year on a pro rata basis. Please provide a quote with a breakdown of costs for delivering a single ring test unit where a ring test unit consists of: • 10 identical sets of identification tests to be sent to 10 different labs. • Collating and marking the returned results from approximately 30 analysts.
