Sampling and Analysis Plans for Specific Field Activities. The procedures the Respondents plan to implement when conducting all field activities shall be detailed in two or more SAPs. The SAPs shall describe the procedures for planning and executing field activities, and for collecting and analyzing samples to ensure that the data meets the required quality for use in the evaluation. All of the results are designed to be consistent with current protocols and procedures to facilitate combination of the data sets. The information and data proposed to be compiled in the work plan will be used to close the data gaps identified in the Work Plan (Section 2.4) and utilize methods already approved for the PHSS (where available). The plans will incorporate by reference the Portland Harbor Programmatic Work Plan, Field Sampling Plans (FSPs), QAPPs, and other previously approved work planning documents. The limited modifications to these plans necessary to reflect the proposed scope of work will follow DEQ and EPA guidelines and further reference these approved plans. QAPP addendums will be produced that identify laboratory and analysis specific information for each field activity in accordance with Paragraph 25 of the Settlement Agreement. The data will be collected by EPA approved methods and shall result in the collection of data of adequate quality and technical content to meet the project objectives identified in the Work Plan (Section 2.4). To accommodate the accelerated project schedule (Section 3), the tasks identified in the Work Plan (Section 2.4) may be split into two or more SAPs. By grouping tasks of similar nature (e.g., the in-water activities vs. the upland activities) into separate SAPs, it is anticipated that the approval process and schedule can be expedited. Each task covered by this SOW shall be described in one of the SAPs.
