Sample Tasks – Written Proposal Sample Clauses

Sample Tasks – Written Proposal. The Offerors are advised that the following sample tasks are defined as typical test scenarios. Where insufficient information exists to adequately address the above, the Offeror should make appropriate assumptions about the test requirements and state the rationale for the assumptions made. Sample Task A: Complex Wind Tunnel Test:11-Ft TWT Aerodynamic Force/Moment and Acoustics Wind Tunnel Test: A customer is developing a wind tunnel database of their design concept for a space capsule and service module. This entry will test for aerodynamic launch abort and attitude control motor effects using high-pressure air for simulation of the plumes. In addition the aero-acoustic environments will also be determined. The model will include a 6-component strain gauge balance (non-flow through), two Angle-of–Attack (AOA) sensors, ninety steady-state static pressures, four high-pressure transducers (two for each flow path) and thirty two dynamic pressure transducers. The customer will supply the model, primary sting and installed transducers, the Offeror will provide the balance, electronic pressure scanners, AOA sensors, high-pressure air transducers and dynamic pressure transducer amplification, acquisition and processing. The sting will require on-site gauging for safety monitoring. The customer accuracy requirements are 0.5% of gauge capacity for the balance, 0.5% full scale for the pressure transducers, 0.10 full scale for steady-state pressure and 0.025 degrees for AOA. The Offeror shall:  Define a contractor test team (including staffing and rationale for staffing) for onsite model buildup/preparation, model installation, two weeks of double shift test operations, and post-test transmittal of the data.  Define preparation and schedule tasks from test planning through model checkout to meet customer accuracy requirements, insure thorough model checkout and reduce test safety risk. A model installation task checklist should also be provided.  Define preparation and schedule tasks for the test execution and post-test data transmittal phases of the wind tunnel test that meet the customer and facility requirements.  Document baseline balance uncertainty and implement balance pressurization tare effects of the two high-pressure air flow paths. Describe the process required to determine/validate balance accuracy and determine balance pressurization tare effects.  Explain the approach for achieving high data quality, along with the identification of key risks and...

Sample Tasks – Written Proposal. Sample Task A: Complex Wind Tunnel Test: 11-Ft TWT Aerodynamic Force/Moment and Acoustics Wind Tunnel Test The Government will evaluate the Offeror's approach and understanding of Sample Task A (including assumptions made and rationale) for comprehensiveness, effectiveness, technical merit, and efficiency of the following:  Contractor test team definition (including staffing and rationale for staffing) for onsite model buildup/preparation, model installation and two weeks of double shift test operations and post-test transmittal of the data.  Approach for preparation and schedule tasks from test planning through model checkout to meet customer accuracy requirements, insure thorough model checkout and reduce test safety risk. A model installation task checklist should also be provided  Preparation and schedule tasks for the test execution and post-test data transmittal phases of the wind tunnel test that meet the customer and facility requirements.  Documentation of baseline balance uncertainty and implementation of balance pressurization tare effects of the two high-pressure air flow paths, including the process required to determine/validate balance accuracy and determine balance pressurization tare effects.  Approach for achieving high data quality, along with the identification of key risks and a mitigation plan to reduce those risks.  Plan for implementation of safety processes and procedures while still providing operational efficiency, including maintaining safety of staff and the facility during test operation and facility maintenance or repair efforts. Sample Task B Arc Jet: Ablation Material Characterization The Government will evaluate the Offeror's approach and understanding of Sample Task B (including assumptions made and rationale) for comprehensiveness, effectiveness, technical merit, and efficiency of the following:  Contractor test team definition (including staffing and rationale for staffing) for re-building the IHF arc heater and another team for continuing AHF operations.  Tasks and schedule to re-build the IHF arc heater, to reduce operation safety risk, to resume test operation, and to continue AHF operations.  The critical aspects of assembling an arc heater.  Approach for achieving high data quality while maintaining highest safety standards in the AHF and IHF. Sample Task C Ballistic Range: Hypersonic Aerodynamics and Planetary Geology & Geophysics studies. The Government will evaluate the Offeror's approach and understan...

  • Proposal Work Authorizations The State may issue a proposal work authorization under which the Engineer will submit a proposal for additional work. The proposal must be for additional work that is within the defined scope of work under this contract. The amount to be paid for a proposal work authorization will be a lump sum for each proposal. The lump sum payment will be no less than two percent (2%) and no more than four percent (4%) of the State's estimate of the cost of the additional work. The Engineer may elect without penalty not to submit a proposal in response to a proposal work authorization. Any proposal submitted in response to a proposal work authorization will be the sole property of the State. The State may, at its option, issue similar or identical proposal work authorizations under other contracts, and the proposals submitted in response to the various proposal work authorizations may be compared by the State for the purpose of determining the contract under which the work will be awarded. The determination of the contract under which the work will be awarded will be based on the design characteristics of the proposal and the Engineer's qualifications and will not consider the Engineer's rates.
