Safeguard Policy Statement. The Recipient shall not issue a notice to commence Works in a particular Subproject, until (a) compensation payment and relocation of the affected people in such particular Subproject, if any, have been completed satisfactorily in accordance with the respective resettlement plan; (b) rehabilitation assistance has been in place; and (c) such Subproject is free of all encumbrances.
