The district believes that RSAs, because of their proactive nature and the low-cost/high value nature of their recommendations, are instrumental in addressing the emphasis areas of the FL-SHSP. Road Safety Audits to cover the costs of undertaking Stage 4a and 4b RSAs which are accident reviews following opening to traffic undertaken at 12 months and 36 months respectively. • Road safety audit remedial works – to cover the cost of taking action to address issues raised in Road safety Audits. • Contractual Claimsthe works promoter will pay for all valid contractual claims arising from the implementation of the works. • Commuted Lump Sum (CLS) – The estimated cost of renewing the additional asset created through the scheme for a period of 60 years, calculated in accordance with HM Treasury guidelines. • Contract Specific Items – these may be identified and / or confirmed during the detailed design, such as statutory undertaker’s works costs. • Part I Claims – an additional amount deposited to cover the settlement of legitimate Part I LCA claims arising from the works. Road Safety Audits. A Road Safety Audit is certifying that the new road works are safe to be used by the public and is prepared in accordance with the Department for Transport Road Traffic Audit Standard HD 19/15 or any other modification or replacement of the same. Unless the Council agrees in writing otherwise, Stage 3 (after completion of construction of works) and Stage 4 (before adoption of works) Road Safety Audit are required for all works subject to Agreement under sections 38 and/or 278 of the Highways Act 1980. Under certain circumstances, especially when larger and more complicated schemes are involved, the Council may require a Stage 1 and/or Stage 2 Road Safety audits, which certify that the works are designed safely and to approved standards.
Road Safety Audits. A Stage 2 Road Safety Audit (assuming that Stage 1 has been undertaken at an earlier stage in the design process) must be carried out as part of the technical approval procedure. All Road Safety Audits shall be undertaken at the developer’s expense and in accordance with document GG119, which forms part of the national Design Manual for Roads and Bridges (DMRB), and the Highway Authority’s Road Safety Audit protocol . A Stage 3 Road Safety Audit shall be undertaken prior to adoption of the works by the Highway Authority.
Road Safety Audits. Prior to commencement of works to the Bridge link and/or operational vehicular access to the site (whichever the earlier), details of Road Safety Audit(s) shall be submitted to and approved in writing by the Local Planning Authority. Road Safety Audits. A. “Preliminary Design”, “Detailed Design” and “Pre-Opening” road safety audits, completed in accordance with the procedures specified in The Canadian Road Safety Audit Guide, shall be required for each Roadway Work Package to be Constructed, (each, a “Road Safety Audit”).
