Restructured BDA. Strengthening and restructuring of the Bagré Development Authority (“BDA”) in order to establish an effective and efficient authority for the development and management of the Project Area, through: carrying out of a study to design an optimal institutional structure for BDA, including staffing and business plans for BDA; carrying out of an inventory of government assets in the Project Area and development of a strategy for the transfer of ownership, and management of such assets to BDA; preparation of a legislative framework and related model forms of public-private partnership agreements to be used by BDA, all as necessary for the effective implementation of its mandate; establishment and operationalization of a Project management team for BDA; strengthening of BDA’s business planning capacity through the provision of technical assistance; development of a system designed to monitor and evaluate the investments in the Project Area; development and implementation of an effective communications and consultation strategy for BDA’s operations; and provision of equipment, furniture, vehicles and Training required for the above.
