For administrative convenience, Tangshan Pan-Western Heat and Power Co., Ltd. has appointed Tangshan Panda Heat and Power Co., Ltd. as its agent with power- of-attorney to represent and bind Tangshan Pan-Western Heat and Power Co., Ltd. on all matters herein or relating to its Power Plant.
