The President of the PSAC local or his/her designate shall be entitled to attend meetings of the Board as an observer. The observer shall withdraw from the meeting when an item under consideration relates to labour relations, or is likely to be the subject of litigation between the University and one or more members of an association or union representing employees of the University. If the President or his/her designate wishes to address the Board, he/she must obtain the prior approval of the chair.
