Relationship of Parties; Successors and Assigns; No Third Party Beneficiaries. (1) The parties agree that their relationship is that of independent contracting parties and that Recipient is not an officer, employee, or agent of the State of Oregon as those terms are used in ORS 30.265.

This Agreement will be binding upon and inure to the benefit of the State, the District, and their respective successors and permitted assigns. The District may not assign or transfer any of its rights or obligations or any interest in this Agreement without the prior written consent of the State.
