Regional Level. ECSA Without limitation upon the provisions of Section I.A.1 of this Schedule, the Recipient shall maintain, at all times until the completion of the Project, its membership and active participation in ECSA. To this end, ECSA shall be responsible for Part C.3 of the Project, including, inter alia: (a) preparing a consolidated semi-annual and annual Project status reports, and reviewing the progress made towards achieving the Project’s objectives at the regional level; and (b) facilitating governmental and inter-governmental actions that may be required under the Project, including setting up a regional advisory panel.

Proposals appropriate for negotiations at the regional level concern conditions of employment affecting unit employees which are within the authority of the Employer at the regional level, which fall within the scope of bargaining, which are unique to the region or a school in the region, and which deal with matters not specifically addressed during the negotiations which led to this Agreement or other Agreements negotiated at the national level.
