Recruitment and Retention. Mobility of Employees in the Child Welfare Sector The parties to this agreement recognize the value of retaining experienced employees. In order to provide mobility and enhanced service-based rights for employees who may wish to relocate from one agency to another, the following measures are to be enacted:
