Recommendation of Award. The Engineer will conduct a pre-award meeting via teleconference with the apparent low bidder. The telephone meeting will help assure the low bidder is aware of the all contract requirements (including Buy American requirements), has the skilled manpower to complete the project as required, collect a listing of proposed subcontractors to be utilized, and discuss the bidder’s interpretation of the Contract Documents, Plans, and Specifications. The Engineer will review assure the Contractor and all proposed Subcontractors are not debarred, suspended, or otherwise restricted in completing the work, by reviewing the Federal System for Award Management (XXX), and the Montana Department of Labor & Industry suspended contractor listing. The Engineer will then prepare a Recommendation of Award for the Owner’s review / concurrence.
