Questions and Comments. All questions and comments regarding this RFP should be sent to the HHSC Point of Contact (see Section 1.1). Questions should reference the appropriate RFP page and section number, and must be submitted by the deadline set forth in Section 1.2. HHSC will not respond to questions received after the deadline. HHSC’s responses to Respondent questions will be posted to the HHSC website. HHSC reserves the right to amend answers prior to the proposal submission deadline. Respondents must notify HHSC of any ambiguity, conflict, discrepancy, exclusionary specification, omission, or other error in the RFP by the deadline for submitting questions and comments. If a Respondent fails to notify HHSC of these issues, it will submit a proposal at its own risk, and if awarded a contract:

Questions and Comments. Xx. Xxxxxx Xxxxx, Sackville Rivers Association – he wanted to know if this could be used as a drinking establishment. He is concerned about tree retention. He wanted to know if the buffer setback could be turned over to HRM ownership. He thinks this is a perfect site for an oil grade separator. He hopes the area can be landscaped by a landscape architect. It would be nice if the culvert (Xxxxxxxxx’s Brook) going under Sackville Highway, Sackville Drive could have proper fish passage. He wanted to know if anyone has looked at this as a possible wetland. This site will disturb a lot of silt and possible acidic rock, it will have to be looked at and built into and the protection of runoff being so close to Xxxxxxxxx’s Brook. Could the sewer and waterlines cross in the same trench to limit disturbance to the brook. When the crossing is done could the brook be restored as much as possible. He is impressed at how the storm sewer and dispersion pad does not discharge directly into the brook, he finds this very, very in lighting. He really does like how there is no direct storm water discharge into the brook. He would like the lighting to be down casting as he has concerns about lighting. He would like to know where the garbage container would be. He would like to know if all the parking spots are needed. Can the amount of hard surface be reduced? He would also like to know about snow removal. Xx. Xxxx Xxxxxxxxx answered his question regarding snow clearing, point area’s out on the map. He agrees an oil grade separator would be a good idea. He stated they tried to limit hard surface because of proximity to the brook and any opportunity to eliminate required parking he was all for however, the use of the building will determine the number of spots required. In terms of the buffer area, the intent is to leave it entirely undisturbed. Both pipes in the same drench, absolutely. Xx. Xxxxxx explained how this can all be looked at through the development agreement process. He also spoke to parking requirements, onsite snow and garbage. He spoke to the possibility of having a wetland evaluation done. He spoke to easements and setbacks. Xx. Xxxxx stated the easement is 15 meters and the setback is 20 meters. He wanted to know if it was possible to have the building built to lead standards. He asked again if this could be used as a drinking establishment. Xx. Xxxxxx and Xxxxx Xxxxxxxx both stated no, it would not be, no food or beverage.

He would like to see another review take place especially within the business corridor. Commercial/retail space is limited within the district. Xx. The area does need a family restaurant. Xx. Xxxx mentioned that the Municipality is enabling the use but cannot regulate what type (ie: name) of restaurant it would be. Xx. Xxxx clarified that a drive-thru style restaurant would not be enabled. Xxxxxxx Xxxxxxxx, Crestview Drive, has been familiar with the area since 1956 and gave a history on the development of the land in the area. In his experience, rezoning properties end up with unintended consequences. The facility on the property was intended for health care and it should remain that use. It would be a mistake to put a restaurant in that building. A restaurant is not compatible with that type of facility and the original concept of the building will be taken away. He is not in favor of the proposal. Xxxxxxx Xxxxxxx, Rexdale Avenue, has lived in the area for a long time and was appalled to find out that a restaurant may be at the end of her street. It will change the whole area.

Questions and Comments. Xxxxxxx Xxxxxxx – Xxxxxxxxx Drive: They would like to see a daycare here as it would be easy for them to drop of their older child at the school and their younger one at the daycare. Xxxxx has been very supportive of them as new immigrants to Canada and they are very happy with the level of care provided by the applicant. Xxxxxx Xxxxx – Xxxxxxxxx Ave.: They are the applicant’s nephew and are here to support Xxxxx. Xxxxxx spoke about the traffic issue and pointed out how not every child would be brought by vehicle, some of the children have siblings that already go to the local school and would not add to traffic, parents with children in the car tend to drive safer. They spoke about how the daycare hours which allow for a 3 hour drop off window and a 2.5 hour pickup window will mean that any traffic generated by the daycare being here will be spread out and not affect the traffic volume significantly as was pointed out in the traffic study. XX Xxxxxxx – Xxxxxxxx Close: they spoke about how their children may soon take over their house and have children of their own. They feel that a quality daycare is needed in this area and they have had experience with Xxxxx and think she is someone who would provide high quality day care.

Questions and Comments. Xxxxxx Xxxxxxx, lives in the neighbourhood – What parking allowances will there be for parking in the building? Will there be enough spaces to accommodate all of the needs of the building itself and the commercial space around it? The neighbourhood is already stressed for parking. Mr. Agar – From a staff perspective, the proposed parking will be reviewed and a recommendation provided to HWCC. Xx. Xxxxxx – There are 35 units and approximately 27 underground parking spots. Some people don’t have cars. Parking is always a contentious issue in this area. Stadacona puts great pressures on the neighbourhood as far as parking. Xx. Xxxxxxx – The residents there do not have parking plus there are Stadacona and Northwood staff that come and go all day. Anything that adds another car onto the street is in fact a huge issue in this downtown part of the City. If there was more parking, the spaces could be rented to people who need a place to put their car in the winter. Has this been considered? Why is there never enough parking? It is serendipitous to think that some people might not have cars. Some may have two. The stress on the inner city neighbourhood will be extreme and not just from this building but from all of the other buildings. Xx. Xxxxxx – The residents of the neighbourhood are most important here and people who work at Stadacona and Northwood are the ones creating the hardship. Not everyone needs a car. To build a parking garage to rent would be very expensive, add onto the timeline for construction and cause a lot of noise as there would be a lot of digging required. Xx. Xxxxxxx – What happens with the overflow when there is not enough parking? Xx. Xxxxxx – These issues do not stem just from a multi-unit building. It is something that is shared in a community in an urban context.
