Quality Manager. 11 The Quality Manager is responsible for establishing and supervising Developer’s QA/QC 12 program for the design and construction of the Project. This individual must be an employee of 13 (i) Developer, (ii) an Equity Member that holds at least a 1/3 beneficial interest in Developer, or 14 (iii) the Lead Subcontractor, and must be under the direct supervision of an executive officer 15 above the level of, and under a line of authority independent of, the Project Manager. This 16 individual must be assigned to the Project full time and must be on-site during the performance 17 of Design Work and Construction Work. This individual must not be assigned any other duties or 18 responsibilities on the Project or any other projects. This individual must have the authority to 19 stop any and all Design Work or Construction Work. This individual must be a registered or 20 licensed professional engineer, comparable to an Arizona registration, in some state or foreign 21 jurisdiction at the time of SOQ submittal, and must be a registered Professional Engineer by the 22 date of contract award. The individual’s relevant experience includes the following:

Quality Manager. The Contractor shall provide a Quality Manager or designated alternate shall be on-site within during the Government's regular working hours and shall be available on-site within two hours after the Government’s regular working hours. The Quality Manager must report directly to a senior corporate official and shall not report directly to the Project Manager. The Quality Manager shall have fulfilled the following pre-requisite training and experiences before being hired as the Quality Manager under this
Quality Manager a. The Quality Manager shall be trained as a Lead Auditor in a Registrar Accreditation Board of the American Society for Quality (RABASQ) approved course on the requirements of ISO 9001 and shall have related experience in a design and construction environment, transportation projects, and management positions performing QA/QC auditing.
Quality Manager. B.6.3.1 Design Builder shall appoint a quality manager (the “Quality Manager”) in accordance with B.7.3.2 to: develop, implement and oversee Design Builder’s Quality Management System and Quality Management Plans; as part of the Monthly Project Report, prepare a quality management report in accordance with Section B.6.3.6; ensure that all tests and inspections are properly and thoroughly performed, documentation is provided and other quality management activities are completed in accordance with the DBA, Design Builder’s Quality Management System and the Quality Management Plans; coordinate reporting in accordance with Section B.6.2.6; coordinate Engineer of Record review and acceptance reporting at specified milestones; and review and sign quality declaration acceptance reporting at specified Milestones.
