The use of data across the education sector and beyond has developed significantly in recent years, so it is right, that as guardians of children’s data that we all abide by the law regarding the collection and processing of this data. Given the sensitivity of children’s information, it is essential that controls are put in place concerning the security and proper use of the data. The purpose of this information sharing agreement is to ensure all parties share information relevant to the intended purpose based on the 6 GDPR principles and the DPA (2018). Being able to collect data from source and use the same data many times allows SBC relevant officers across Social Care; Early Help; SEN; Education; IYSS; Admissions; Public Health and Finance access to the latest most accurate data without placing any additional burdens on schools, ensuring that children’s needs are able to be dealt with as effectively as possible. B2B allows data synchronization between Schools and Southend-on-Sea Borough Council (SBC). It enables the automatic and seamless transfer of core student data between schools management information system (XXXX) and CaptiaOne, creating an integrated system for schools and SBC. (One consists of a suite of modules dealing with data about pupil/students, personnel and the school office). The transfer of data via B2B supports SBC in meeting their legal obligations and supports Safeguarding; Special Educational Needs (SEN); Admissions; Early Years provision; Attendance; Children missing education (CME) processes. The submission of the school census returns, including a set of named pupil records, is a statutory requirement on schools under Section 537A of the Education Act 1996. The census takes place during the autumn, spring and summer terms. The census collects information about individual pupils; covers school phases from nursery to secondary education; special schools and pupil referral units / alternative provision (PRU / AP). Southend Borough Council (SBC) supports their maintained schools with the submission of their census via DfE Collect system. Non maintained schools submit their data direct to the DfE and send a copy to SBC via secure email Proofpoint. Putting the school census on a statutory basis: • means schools do not need to obtain parental or pupil consent to the provision of information • ensures schools are protected from any legal challenge that have are breaching a duty of confidence to pupils • helps to ensure that returns are completed by schools Much of the data collected represents some characteristic or status at a point in time – census day. Purpose REFERENCES. Why is the sharing necessary? NHS Health checks To enable GP Practices to share relevant information with Thurrock Healthy Lifestyle Service in order to deliver the NHS Health Check services to adults aged 40 to 74. This is a statutory service commissioned by Public Health, Thurrock Council with GP Practices. However, some GP practices can choose to opt out of the contract altogether or agree to elements that would require support from Thurrock Healthy Lifestyle Service (THLS) to supplement the achievement of the targets, e.g. sending the initial invite to eligible patients. This would therefore require THLS having access to the practice patient list of those eligible for a health check, in the first instance. Smoking Again GP practices can contractually agree to provide a commissioned stop smoking service within their practice to support their patients. Alternatively, they can opt out altogether but agree to a hosting contract that would allow the THLS to host a stop smoking clinic within their practice solely for their patients who smoke. This will require access to the list of patients who are smokers, specifically those with long term conditions who would gain the greatest health benefits from quitting and reduce likelihood of long term social care need. The patients will be invited by letter followed by a telephone call to attempt to engage them in making an appointment for stop smoking support. Aims for Sharing:  This service is designed to spot early signs of stroke, kidney disease, heart disease, type 2 diabetes or dementia.  To help identify ways to lower risk of developing such conditions.  To help GP Practices achieve the target of inviting a percentage of their eligible patients each year with a percentage of them resulting in a health check being completed.  To contact and engage with patients who have long term conditions and could benefit from quitting smoking in making an appointment for stop-smoking support.  To help reduce the likelihood of long term social care need among identified patients.
