As a leader in the US aerospace industry, Lockheed Xxxxxx often has the need conduct tests in NASA wind tunnels. This Umbrella Agreement provides a means for such tests to occur. The Umbrella Agreement is not specific to any particular test, wind tunnel, or center. It is intended to be broadly applicable for future unrelated tests at various NASA centers. It is written as a reimbursable Space Act Agreement that may be used for testing at any of the NASA wind tunnels located at LaRC, ARC, or GRC. The proposed length of the Agreement is five (5) years. The Parties recognize that, with regard to any activities undertaken in furtherance of the purpose stated herein, it is the policy of NASA and of the United States Government to avoid competition with the private sector with regard to any activities conducted with a non-governmental entity on a reimbursable basis. Therefore, in accordance with NASA policy, the Parties acknowledge that any responsibilities for which NASA shall be reimbursed under any Annex (as defined below) shall be limited to providing access to NASA unique goods, services and facilities that are not otherwise available on the U.S. commercial market from another source. NASA-STD-2007-213740 Guide for Oxygen Compatibility Assessments on Oxygen Components and Systems / NASA-STD-6001 Flammability, Offgassing, and Compatibility Requirements and Test Procedures and related consensus methodology standard testing (such as NASA-STD-6016 or TP-WSTF-629 Navy Submarine Atmosphere Material Control Protocol). WSTF's Oxygen and Standard Testing core capability has evaluated materials for spacecraft safety for more than 30 years maintaining vast hazard evaluation experience. NASA WSTF possesses unique testing facilities, unique custom analysis and interpretation capabilities, as well as unique NASA Materials and Processing (M&P) certification. WSTF is the only oxygen, propellant, and NASA-STD-6001 materials and component test facility within NASA and is not available in the commercial marketplace.
2. Component processing capabilities: In the area of component processing (precision cleaning, refurbishment, modifications, machining, and calibration capabilities and related queries such as gas sampling) WSTF combines highly reliable precision cleaning up to a level 50A with a long performance history of effectively processing articles for safe use in hazardous oxygen, hydrogen, and propellant systems, resulting in a unique expertise that can help partners develop and operate high performance systems safely. WSTF is unique in its capability to maintain clean during component processing (such as in calibration) and to safely handle and dispose of hazardous propellant fluids such as Hypergols that may be found in partner provided hardware for cleaning and refurbishment. WSTF is also the only known National Board Inspection Code (NBIC) certified facility in the world that can maintain clean on relief valves during the assembly and testing portion, resulting in a precision cleaned ASME certified relief valve.
3. Composite / Composite Overwrap Pressure Vessel (CPV/COPV) testing and evaluation: While basic pressure vessel evaluation services may be commercially available, WSTF possesses uniquely instrumented test facilities and equipment that allow it to provide unprecedented flaw detection and to collect flight rationale data not available in the commercial marketplace...

MSFC's High Intensity Solar Environment Test (HISET) facility will be used to simulate the space environment in the laboratory with an emphasis on streaming plasma generation. Successful testing of the Partner's MHD test articles will provide a proof of concept that is fundamental to scaling the systems for use on spacecraft and on lunar surface habitats. This includes permanently shadowed regions where there is still a solar wind plasma present. The Parties shall execute one (1) Annex Agreement (hereinafter referred to as the "Annex") concurrently with this Umbrella Agreement. The Parties may execute subsequent non-exclusive Annexes under this Umbrella IAA consistent with the purpose and terms of this Umbrella IAA.
